The financial rules applicable to the Authority shall be adopted by the Management Board after consulting the Commission. Those rules may not depart from Commission Delegated Regulation (EU) 2019/715 (opens EUR-Lex in a new tab) ((28)) unless the specific operational needs for the functioning of the Authority so require and only with the prior agreement of the Commission.
